Description
There was a large flare with black smoke coming from the western part of the refinery complex in Norco. It was visible from I-10 at 310 and you could smell something burning from that point as well. The black smoke was visible from the New Orleans city limits but it was not obviously a fire smoke until the point I-10 crosses Veterans.| Credibility: |  |
