Oct 29, 2012 Black massed with oil smell found on beach west of Carabelle, FL & east of Apalachicola. Sample obtained at Hwy 98 near Seahawk Lane. Last month Governor Scott declared Apalachicola Bay a disaster area due to diminished shrimp, crabs, and oysters.
